The Victims and Prisoners Act 2024 represents a significant policy moment for the IPP cohort. For the first time, there is a formal route to licence termination, but achieving it requires sustained stability in the community: managing addiction, maintaining mental health, meeting licence conditions, and building a life after a very long sentence. This requires the kind of long-term, specialist support that statutory services alone cannot provide.
